Minutes of the 27th AAPPS Council Meeting

The 27th council meeting of the Association of Asia Pacific Physical Societies (AAPPS) was held at the Institute of Advanced Studies, Nanyang Technological University (NTU), Singapore, on June 15-16, 2012. Twelve council members and six observers were present: Shoji Nagamiya (President); Seunghwan Kim (Vice-President); Masatoshi Arai; Ching-Ray Chang; Swee-Ping Chia; Hiroshi Ishiwara; Leong Chuan Kwek; Gui Lu Long; Marc Duldig; Nguyen Xuan Phuc; Ling-An Wu; Sang Pyo Kim (Treasurer); Won Namkung (observer, Editor-in-Chief); Tohru Motobayashi (observer, vice chair of local organizing committee for APPC 12); Sukit Limpijumnong (observer, Thai Physics Society); Monika Raharti (observer, Surya Institute); Zaki Suud (observer, Indonesian Physical Society); and Haruo Nagai (observer, Secretary at Physical Society of Japan ).

After the president opened the 27th council meeting and welcomed the council members and observers, the minutes of the 25th council meeting and the agenda were adopted. The treasurer reported that all accounts, Beijing and Malaysia, were successfully transferred to the general account and the AAPPS bulletin account in Pohang and that the membership dues were paid by AIP, CPS/Beijing, CPS/Taipei, JPS, JSAP, KPS, PSHK and VNIOP, and CPS, JPS, JSAP and KPS paid the contribution for bulletin publication in 2011. It was resolved that AAPPS will support each council meeting with $2,000 and that each society should in principle try to support its council member(s) for the participation of each council meeting.

Tohru Motobayashi reported on the preparations associated with APPC12, which will be held at the International Conference Hall in Makuhari Messe, Chiba, Japan on July 14-19, 2013. The official name was discussed and resolved to be ¡°APPC12 of AAPPS organized (or hosted) by JPS and JSAP¡±. The registration fee for APPC12 was agreed to be $400 for regular participants and $200 for students, which includes banquet fees. The publication of the proceedings was discussed and the publication of those proceedings in a respected journal (which would be decided by the organizers), was suggested. The amendment of the C. N. Yang award by the president was accepted: the AAPPS president will appoint the selection committee and awardees approved by the president and the age limit should be less than 45 or 15 years after the Ph.D. as January 1 of APPC and there should be one awardee for host country and two for other countries with the award of $1,000 for each awardee.

Gui Lu Long reported on ASEP, whose plenary talks should also include others topics and LHC, neutrinos being a candidate topic. Some speakers should be from Europe, and the schedule and the scientific program should be decided independently by the ASEPS committee based on MOU.

The vice-president reported on the preparations for the next AAPPS council/OGM meetings in Chiba, Japan on July 14. The president assigned this task (to contact the president of each society member) to the vice-president: OGM meeting (presidents/official delegates of AAPPS member societies, here delegates being appointed by the president in the case of absence with written proxy), and the size of the candidate set by Council (14 current councilor (elected), ex-officio plus secretary (voting) and treasurer (non-voting if not councilor), which will be recommended by Council by January 14, 2013 and no fewer than the size set.

The editor-in-chief of the AAPPS reported that the AAPPS Bulletin has published six issues since August 2011. He also reported on the contents of the Bulletin, the webpage, and the editorial board members. He gave a budgetary summary of the income and expenditures as well as cost details for hard copies. The mailing status was reported and the size of the editorial board and the mailing address were discussed.
The process for creating AAPPS Divisions was reported by the president: four divisions positive, two under consideration and one negative and two interdivisions positive and one uncertain. The bylaws were proposed as a motion and resolved unanimously (see an attached document).
There were reports on the status of women in physics and reports on each society: IPS, MPS, VPS, JPS and AAPPS Committee, JSAP, CPS/Beijing, PS/Taipei, KPS, AIP, APCTP, APCYS, IPS and others. There were discussions on AP journals in the future (president) and discussions regarding the granting of an award associated with the International Physics Olympiad (IPhO), etc. It was resolved that an award of $100 will be given to the male and female students who perform exceptionally well during the IPhO, APhO and APCYS and that AAPPS should raise funds from private sectors. It was agreed that AAPPS endorses conferences as support.
The 27th council meeting was adjourned until the next council meeting in Chiba, Japan on July 14, 2013.
